Like every year, this year too JoSAA (Joint Seat Allocation Authority) counselling, which started after JEE Main and Advanced, has now reached its final stage.

Question 1: CS of NIT Suratkal or Mechanical of IIT Rupar?
Answer: If you have a clear inclination towards Computer Science, then NIT Suratkal is also a good option. But IIT degrees are valued internationally, so Mechanical from Ruper is also a good option.
Question 2: IIT Guwahati Mechanical vs Bombay Civil vs Kanpur Aerospace?
Answer: Guwahati Mechanical → Best option
Bombay Civil → Second preference
Kanpur Aerospace → Choose only if you are interested in space science.
Question 3: DTU CS vs IIT Delhi Chemical?
Answer: IIT Delhi has a very high benchmark. If you are interested in research or core branches, then chemical will be better.
Question 4: If you want to prepare for UPSC, which branch should you choose?
Answer: A branch which has less academic load, like Chemical, Metallurgy, Bio-science, so that you get time for preparation.
