NEET UG 2026 Eligibility Rules Explained for NIOS Students
In recent years, questions were raised regarding NEET UG eligibility for students from open schooling backgrounds, including the National Institute of Open Schooling (NIOS Board).
With the release of the NEET UG 2026 Information Bulletin, the eligibility language now reflects a clearer and more stable alignment with the regulations of the National Medical Commission (NMC).
NEET UG remains the country’s premier medical entrance examination through which lakhs of students secure admission to MBBS, BDS, and other undergraduate medical courses.
The Information Bulletin issued annually serves as the primary reference document for aspirants. The 2026 bulletin marks an important refinement in drafting, particularly in the way eligibility provisions are articulated.

The NEET UG 2025 Information Bulletin included a clause stating that eligibility would be subject to the outcome of certain pending Special Leave Petitions before the Hon’ble Supreme Court.
While this was a legal disclosure, its presence created uncertainty among stakeholders, particularly students pursuing Class 12 from open schools, students enrolled in NIOS and students completing education through alternative schooling pathways
When eligibility language references pending litigation, it naturally raises questions about long-term regulatory stability. This led to confusion among students and parents regarding applicability.

In the NEET UG 2026 Information Bulletin, the earlier conditional reference to pending court matters has been removed.
Eligibility is now articulated directly in accordance with the regulations prescribed by the National Medical Commission. This refinement strengthens clarity by linking eligibility directly to statutory regulatory provisions rather than contingent legal outcomes.

Eligibility for NEET UG is governed by the Graduate Medical Education Regulations (GMER) 2023 issued by the National Medical Commission.
The regulations determine eligibility based on subject combination and board recognition.

Importantly, through its Public Notice dated 22 February 2025, the Under-Graduate Medical Education Board (UGMEB), National Medical Commission, issued a formal clarification regarding NIOS and open schooling.
The notice explicitly states:
“As per GMER-23 regulations, studying through NIOS is allowed for appearing for NEET UG Examinations.”
This clarification was issued after an RTI query and with approval of the Competent Authority. The communication was also shared with the National Testing Agency (NTA).
This makes the regulatory position clear: studying through NIOS, by itself, does not disqualify a candidate from appearing in NEET UG, provided prescribed academic requirements are fulfilled.
