This is a law under which it will be mandatory for all coaching institutes operating in the state to get registered. Through this bill, the government will ensure minimum standards, fee control, safety of students, counselling and career guidance.

Question 2: When will this Bill come into force?

The name of the bill is – Rajasthan Coaching Centres (Control and Regulation) Bill, 2025. This Bill will be applicable in the entire state of Rajasthan and will be effective from the date on which the government will issue a notification.

  • Misleading advertisements or rank/success cannot be guaranteed.
  • Counselling system must be compulsorily installed in the coaching centre.
  • The building should be safe, fire-fighting standards and equipped with facilities like clean drinking water and separate toilets for girls and boys.

Question 5: What will be the rules on the fees of coaching institutes?

  • The option of fees payment in four installments must be given to the student.
  • If the student leaves the course midway, then the remaining fee will have to be refunded on pro-rata basis within 10 days.
  • Hostel and mess fees will also have to be refunded under this rule.
  • Fees cannot be increased midway after the course starts.

Question 6: What are the provisions on advertising and promotion?

  • Making false promises, attrBillive offers or misleading advertisements will be prohibited.
  • Coaching institutes can only use the term “Registered Coaching Centre”.
  • Words like “Recognized” or “Approved” cannot be used.

Question 7: What steps will be taken for the safety and mental health of students?

  • Counsellors and psychologists will be available in coaching centres.
  • One day off in a week will be mandatory.
  • Classes will not exceed maximum 5 hours per day.
  • Exams/tests cannot be conducted the day after weekly off.
  • Counselling sessions, workshops and awareness programmes will be organised at regular intervals.

Question 8: Where can complaints of students and parents be lodged?

  • It will be mandatory to install Complaint Box in every coaching institute.
  • Grievance redressal cell will be formed at the district level.
  • Students, parents or teachers will be able to directly lodge complaints with the District Committee.
  • All complaints will have to be resolved within 30 days.

  • A district committee will be formed in every district which will be headed by the District Collector.
  • Main functions of the District Committee:
  • Registration and renewal of coaching institutes.
  • Ensuring fee control and transparency.
  • Taking Billion on false advertisements and fake claims.
  • Resolving students’ complaints.
  • Ensuring fee refund.
  • Regular inspection of coaching institutes.

Question 10: What will be the Code of Conduct for coaching institutes?

  • The number of students in the batch will have to be declared in advance, it cannot be increased in between.
  • Students will have to be made aware about the difficulty level, syllabus and the Billual status of preparation.
  • Information will be given about other career options, not just medical and engineering.
  • Counselling will be provided to avoid overly ambitious goals and maintain mental balance.
  • Segregation of batches will not be based on the ability of students.

Question 11: What will be the penalty if a coaching institute violates the rules?

  • Fine of ₹50,000 for the first mistake.
  • Fine of ₹2,00,000 for the second mistake.
  • For repeated violations, fine of ₹2,00,000 will be imposed.
  • But registration can be cancelled.
  • In case of cancellation of registration, the entire fee will have to be refunded to the students.

Question 12: Can Coaching Institutes Change the Location Arbitrarily?

No, coaching centres can be run at any other place other than the registered address only if prior permission of the district committee is obtained.

Question 13: Will basic facilities be mandatory for students?

  • Yes, coaching institutes will have to provide the following facilities:
  • Safe and clean drinking water.
  • Separate toilets (for boys and girls).
  • First aid kit and information about nearby hospitals.
  • Fire safety.
  • Proper ventilation and electricity in classrooms.
  • CCTV and security arrangements as per requirement.

  • Co-curricular Billivities.

  • This institution will monitor the Billivities of coaching institutes.
  • Parents will be informed about the progress, mental health and career options of the students.

If a coaching institute has an objection to the order of the District Committee, then it can appeal to the Rajasthan Coaching Center Authority within 30 days.

Question 17. Like the Central government’s guidelines, does the Rajasthan Coaching centres Bill 2024 also prohibits enrolling students below the age of 16?

No, the Rajasthan Coaching Centres (RCC-Control & Regulation) Bill 2025 did not mention about any sort of prohibition on enrolling students below the age of 16 like the Central Government’s Guidelines for Regulation of Coaching Centres, 2024 which means there is no such provision in the RCC Bill 2025.

The central government’s guidelines had prohibited coaching centres from enrolling students below the age of 16, with enrollment only permitted after a student has completed their secondary school examination.
