Hostels Eliminate Security and Caution Money for Students

Students coming to Kota from all over the country for preparation for medical and engineering entrance exams will now be able to fulfil their dreams at a lower cost. As part of the Kota Cares Campaign, the cost of living for students in Kota has now been reduced.

Following an initiative by District Collector Dr. Ravindra Goswami, and with the consent of all hostel associations in the city, hostel operators in Kota have announced that they will no longer charge students security and caution money.

Previously, this amount was taken at the time of joining the hostel and refunded at the end of the year. Along with this, guidelines for hostels and coaching centres in the city have also been issued, which include several significant decisions in favor of the students.

Meeting of District aAdministration & Hostellers in Kota

Earlier, as part of the Kota Cares campaign, members of hostel associations and representatives from coaching institutes met with District Collector Dr. Ravindra Goswami to discuss hostel facilities and related issues.

The meeting included Chambal Hostel Association President Vishwanath Sharma, Secretary Satpreet Singh, Coral Hostel Association President Sunil Agarwal, Treasurer Neeraj Jain, Secretary Deepak Agarwal, Kota Hostel Association President Naveen Mittal, Secretary Pankaj Jain, and representatives from coaching institutes.

During this meeting, all members of the hostel associations expressed their commitment to providing better facilities to every student coming to Kota at affordable prices under the Kota Cares campaign.

Decision in favour of the Students

The guidelines issued by the district administration for hostels include a maximum maintenance charge of 2,000 rupees, free distribution of hanging devices for PGs when needed, mandatory gatekeeper training for hostel staff, free entry to the Chambal Riverfront and Oxygen Zone on a one-time pass basis, a Kota Cares help desk at the railway station and bus stand, functional CCTV and biometric systems, manual attendance at night, recreation areas in hostels, and the requirement to provide receipts for every payment to parents.

Efforts for providing better Facilities & Environment to Students in Kota

Dr. Ravindra Goswami said, “Under the Kota Cares campaign, efforts are being made to provide students with better facilities and an improved environment. With the growing number of students in Kota, excellent infrastructure has been developed. Better accommodations and care facilities can now be offered to students in different areas of the city, and issues that previously existed have been resolved. We are confident that students in Kota will receive the best coaching along with excellent housing and an ideal environment.”

Vishwanath Sharma, Sunil Agarwal, and Naveen Mittal from the Hostel Association stated, “Hostels and PGs will now establish new standards for student care. We will ensure that all required standards are met, and we will work in collaboration with the district administration and coaching institutes.”

Approximately 4,000 Hostels in Kota

There are nearly 4,000 hostels in Kota, spread across different areas of the city. These include locations in New Kota such as Rajiv Gandhi Nagar, Indravihar, Talwandi, Jawahar Nagar, Road No. 1, Landmark City, Kunhadi, and Coral Park City on Baran Road.

It is estimated that these hostels can accommodate over 1.5 lakh students. Additionally, PG accommodations can house about one lakh students.

Guidelines Issued by the District Administration

- As part of the Kota Cares campaign, decisions have been made for the 2025-26 session for coaching institutes, hostels, and PGs:

- Kota Cares help desks will be set up at the city’s railway station and bus stand to assist students and parents.

- After successful registration in Kota, anti-hanging devices will be provided by hostel associations and coaching institutes if required.

- Hostel and PG operators will be encouraged to enroll their staff in gatekeeper training.

- Hostel operators will no longer charge security and caution money from coaching students.

- On a one-time pass basis, students will have free access to the Chambal Riverfront and Oxygen Zone year-round. Coaching institutes will be required to deposit a fee per student with the district administration.

- Maintenance charges will be capped at 2,000 rupees annually, which will not be refunded.

- Hostel associations will mandate students to fill out a form, free of charge.

- Every hostel staff member will receive gatekeeper training.

- CCTV and biometric systems will be required in all hostels.

- Hostels will need to obtain Anti-Hanging Device certificates and Fire NOCs.

- Students will have to inform the hostel one month in advance before vacating their rooms. Any advance rent paid by the students will be adjusted at the time of shifting.

- Visitors’ registers will be maintained regularly.

- Night attendance will be manual and checked by visiting the students’ rooms.

- Hostel rules will be prominently displayed at the reception.

- – Security guards will wear the designated uniform.

- Payment receipts will be mandatory for parents.

- During mid-term vacations, food will be provided.

- Men will not be allowed to enter girls’ hostels, and the warden will be a woman.

- Emergency medical services must be provided.

- All hostels will have recreational areas for students.
